Control Zones, Terminal Areas and Transponder Airspace

The airspace shapes around airports, and where a transponder with altitude reporting is mandatory.

Why it matters

Most airspace violations by private pilots happen within 20 miles of an airport, because that is where the invisible shapes stack up: a control zone at the surface, a terminal control area layered above it like an upside-down wedding cake, and — often congruent with them — transponder airspace where your aircraft must announce its position and altitude electronically. Knowing the standard shapes lets you anticipate what the chart will show before you unfold it.

Control zones

A control zone (CZ) exists to protect traffic at and immediately around an aerodrome. It normally extends from the surface up to 3,000 feet above aerodrome elevation (AAE), with a radius of 5 nautical miles at most controlled aerodromes (7 NM at some large ones, 3 NM at a few small ones). Its class matches the traffic: C at the busiest airports, D at many towered fields, and E where a control zone exists without an operating tower.

Inside any control zone, remember the extra rules that ride along from earlier chapters: reported ground visibility of 3 miles when reported, at least 500 feet above the surface except for take-off and landing, and Special VFR as the escape hatch when the weather sags.

Terminal control areas

A terminal control area (TCA) is the larger structure above and around a busy control zone, designed to funnel arriving and departing IFR traffic. Picture the inverted wedding cake: each higher layer has a larger radius and a base that steps up — for example a first shelf from 1,200 feet, a second from 2,200 feet, out to 35 or 45 miles at the top. The class is typically C (sometimes B or D), so the entry rules follow the class letter, not the word "terminal".

For a VFR pilot skirting a big city, the practical skill is reading the shelf bases off the VTA chart: you can legally fly under a shelf in the Class E or G below it without talking to anyone, but climb 200 feet too high and you are inside Class C without a clearance.

Transponder airspace

CAR 601.03 defines transponder airspace as:

  • all Class A, B and C airspace, plus
  • any Class D or E airspace designated as transponder airspace in the Designated Airspace Handbook.

Within it, CAR 605.35 requires every aircraft other than a balloon or glider to carry a serviceable transponder with automatic pressure-altitude reporting (Mode C, or Mode S with altitude). That is what lets ATC's radar — and other aircraft's collision-avoidance systems — see not just where you are but how high.

The rule has practical relief valves. If your transponder fails, you may continue to the next aerodrome of intended landing and then onward per an ATC clearance to complete the schedule or reach a maintenance facility. And ATC may authorize entry without a transponder when you ask before entering, the unit provides ATC service in that airspace, and safety is not affected — the classic phone call before flying a vintage no-electrics aircraft into Class C.

Transponder airspace consists of:

  1. all Class A, B and C airspace, plus Class D and E airspace so designated in the Designated Airspace Handbook.
  2. all controlled airspace.
  3. all airspace above 10,000 feet ASL.
  4. Class C and D control zones only.

Your transponder fails while you are en route inside transponder airspace. You may:

  1. continue to the next aerodrome of intended landing, and afterwards proceed under an ATC clearance to complete the schedule or reach maintenance.
  2. continue the full planned flight, provided you report the failure.
  3. not continue; you must land immediately at the nearest aerodrome.
  4. continue only if you climb above the transponder airspace.
